Congratulations are not in order and the net surplus generation rate is not a step forward, The meager rate is only payable to owners of systems that are designed to not generate surplus power. Small residential and business systems built to date were designed to approach the owner's need, not exceed it because it made no sense to spend to build a system that produced surplus power. There will be very few payments.

Yossarian: Whoo... That's some catch, that Catch-22.

They will pay you on average 4 cents a KWH. Yet I am charged 40 cents a KWH by them. What a slap in the face!!!

Once again, the utilities are making out like bandits by ripping us off once again - with the CPUC's blessing!!!

I absolutely agree with your point of view. When looking at clean energy sources, you need to calculate your long-term savings instead of just the up-front cost. You also need to keep in mind that the investments you're making now will make a lasting impact on the environment.

Thanks for your comment, Whit. I agree with you, but just to play devil's advocate (again), I think the issue is still that PACE loans subrogate the primary mortgage. Even if you insure against default, insurance companies can go bust, and then the risk is back. I agree the risk is small, but when it is multiplied by the hundreds of thousands of homes that might take advantage of the program, the risk increases. It is a true tragedy that the parties involved can't work something out.

I must be missing something....why can't the default amount be insured by a private mortgage insurance (PMI) mechanism? I have to pay several hundred $ more a month on my mortgage until the balance reduces to 80% of the LTV. Presumably this money would be available to my mortgage holder to cover losses incurred by the additional risk they took on. For the loan amounts we are considering (10-50k) per home, and using the non accelerated protections, the exposure is quite small.
