California Climate Risk and Response
By David Roland-Holst and Fredrich Kahrl, UC Berkeley, November 2008
The report quantifies jobs gained by investment in green technologies including adoption of AB 32. The full text of the report can be found at www.next10.org/research
Sarah Grilli wrote a fantastic review “Will Green Jobs Really Assist In Boosting The Economy” (- Click Here -) to read the review.
Part of Sarah’s review reports: “The California Air Resources Board (CARB) was tasked to create a draft implementation plan that outlined the policies that the state will need to put into place to actualize the standards set out by AB32. CARB’s plan is slated to be finalized in December 2008 and significant action should follow thereafter. Extrapolating the historical data by using the Berkeley Energy and Resources (BEAR) model for forecasting economic results, the study is able to predict AB32’s effects. “

Building Better Buildings: A Blueprint for Sustainable State Facilities (Blueprint 2001)
By the Sustainable Building Task Force and the State and Consumer Services Agency, December 2001
And
An Update on State Sustainable Building Initiatives (Blueprint 2003)
By the Sustainable Building Task Force and the State and Consumer Services Agency, October 2003
The Sustainable Building Task Force preceded Governor Schwarzenegger’s Green Action Team, and wrote the two reports referenced above. The reports may be a bit dated, but they still provide lots of relevant data and analysis. Also, they represent the only publications by the California government that analyze the cost effectiveness of green buildings.
