		<description><![CDATA[Congratulations are not in order and the net surplus generation rate is not a step forward,  The meager rate is only payable to owners of systems that are designed to not generate surplus power.  Small residential and business systems built to date were designed to approach the owner&#039;s need, not exceed it because it made no sense to spend to build a system that produced surplus power.  There will be very few payments.

Once again, the utilities are making out like bandits by ripping us off once again - with the CPUC&#039;s blessing!!!
